modem manager had error in update to wily

Bug Description

When upgrading my desktop from vivid to wily modem manager exited with an error status when updating my desktop. IT said that a post installation step failed with error code 100 in modem manager and this caused dpkg to return with an error code 1.

I expected no errors when installing packages. Instead modem manager returned an error code. It did correctly configure afterwards with sudo dpkg --configure -a and now I have the version of modem manager installed.

Okay, I've found the error message regrading modemmanager:

Setting up modemmanager (1.4.10-1) ...
initctl: Unable to connect to Upstart: Failed to connect to socket /com/ubuntu/upstart: Connection refused
invoke-rc.d: unknown initscript, /etc/init.d/modemmanager not found.
dpkg: error processing package modemmanager (--configure):
 subprocess installed post-installation script returned error exit status 100

I had the same issue upgrading, but was able to force restart and fix everything afterwards with Synaptic. It took a few reboots and Bleachbit to get rid of the apport errors, but all is well now. It isn't my work computer.
