opendaylight TestClientHTTPSDigestAuth tests do not properly initialize the oslo config

Because of $Summary sometimes there are test failures as those in http://logs.openstack.org/03/210503/1/check/gate-ceilometer-python34/a84cd36/console.html#_2015-08-07_16_43_23_269

This is because the tests use but do not initialize config. Sometimes the global is properly initialized for them by some other test, sometimes not, depends on test distribution. You can make it happen by hand locally by running the test in isolation.

    Correctly intialized olso config fixture for TestClientHTTPBasicAuth

    Otherwise it can fail intermittently when run with other tests or
    consistently when run in isolation.
