USB don't work after boot if mouse and keyboard are plugged in Dell Inspiron 3647

Bug Description

I have 2 Dell Inspiron 3647, after upgrading to 14.04 the mouse/keyboard do not work anymore. To restore functionality, I have to unplug keyboard and mouse before starting the computer and plug back after login screen. If mouse/keyboard are plugged from boot they stop working shortly after completing boot.

The only thing I managed to find is this in dmesg:

Luis Henriques, thank you for reporting this and helping make Ubuntu better. As per www.dell.com/support/home/us/en/19/product-support/product/inspiron-3647-small-desktop/drivers/advanced an update to your computer's buggy and outdated BIOS is available (A08). If you update to this following https://help.ubuntu.com/community/BIOSUpdate does it change anything?

If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Please note your current BIOS is already in the Bug Description, so posting this on the old BIOS would not be helpful. As well, you don't have to create a new bug report.
