Bug Description

ovs_lib functions related to ofctl calls do not have functional tests. There are unit tests to mock these functions, but separate functional tests are required to verify functions related to flow management (Eg: add/delete/dump flows).

test_get_vif_port_by_id can be improved too to check more conditions like it's done in the ovs_lib unit tests
