report a bug button failure

Someone needs to reset the bug reporting button to show up by default. It simply isnt there. I login to launchpad to file a bug but simply cannot.

Using said button loads a runaround page here: https://help.ubuntu.com/community/ReportingBugs#Filing_bugs_at_Launchpad.net

Instead it should load the bug reporting form here:
https://bugs.launchpad.net/ubuntu/+filebug/?no-redirect

This information is hard to find and googling the issue only complicates matters.

The runaround page instructs users to use ubuntu-bug, which is part of apport, to submit bug reports as it gathers detailed information about the system from which one is reporting the bug so that less back and forth communication is required and so that we can better assist reporters.
