build.py should default to the release since we don't use latest

Bug Description

Instead of defaulting to latest we should default to the given release since ansible by default searches for the current release.

    Change ansible to search for latest tag

    In master, ansible should look for the latest tag
    by default. For releases, it will look for that
    specific release tag.
