Bug Description
With the new enabled-only plugin model, putting a condition around the Dashboard register causes an error when the condition is false. This is because enabled files are gathered in HORIZON_CONFIG, and an error is thrown if a Dashboard is in the HORIZON_CONFIG, but not registered.

Note that this is different to Panels, which don't need to register any longer.
