Bug Description
Sergio tried using setuptools in a python project. He suggested that we add python-setuptools to the python2 plugin (in addition to python-dev). And presumably also python3-setuptools to python3.
He also ran into a problem with PYTHONPATH: http://
We skipped setting PYTHONPATH because Ubuntu's pythons can automatically set that based on the path of the executable. But setuptools is a little more finicky. Either we need to export PYTHONPATH for setuptool's benefit. Or do something else like in https:/

I added a branch that adds setuptools support for both Python2 and Python3.
