[heat] OS::Heat::SoftwareDeployment resource doesn't work

Bug Description

Steps to reproduce:
1. Create Heat stack, using template with OS::Heat::SoftwareDeployment and OS::Heat::SoftwareConfig resources
2. Wait to stack creation

Observed result:
Creation of OS::Heat::SoftwareDeployment is stuck, stack creation fails with timeout error.

Hi all,
I couldn't reproduce this bug with the new image builded according to the following instruction:
http://docs.openstack.org/developer/heat/template_guide/software_deployment.html.
It seems that in image you used we forgot to install heat-config base element.
That's why this didn't work correctly.
I attached the image I used, you can build the same image using the instruction above.

Just to be sure that the solution is correct, I checked it additionally on Juno and it also works.
I also fixed the error in documentation that led to this error.
