Tempest failing on Keystone v2 API tests

Bug Description

Tempest sha needs to be bumped to 91ebdfac2f6021aa1bccceaf4274bb801cc0891b.

Currently the following three tests are failing:

tempest.api.identity.admin.v2.test_users.UsersTestJSON
tempest.api.identity.admin.v2.test_services.ServicesTestJSON
tempest.api.identity.v2.test_api_discovery.TestApiDiscovery
