Bug Description

In destructive system tests neutron_l3_migration, neutron_l3_migration_after_reset, neutron_l3_migration_after_destroy failed if slave-01 isn't a primary controller. We need to have possibility to find namespaces on the nodes (to have connection to vm via qdhcp and qrouter namespaces) and have vm key not only on one controller (after rescheduling sometimes we need go to vm from another node, not only from which the vm has been created)
