getltscfg doesn't allow an empty lts.conf file

Bug Description

For the next version, modify the grammer so that empty, or comments-only lts.conf files will parse correctly.

This bug still exists in Jaunty. Even though the default /opt/ltsp/i386/etc/lts.conf is not empty anymore, getltscfg still reports a syntax error if someone uses an empty, or with comments only, lts.conf.

I attach a patch to fix the grammar.
Number of conflicts remains the same: parser.y: conflicts: 2 shift/reduce, 1 reduce/reduce.
