Juno-Kilo upgrade fails: fix_juno_log_rotate

The /tmp/fix_juno_log_rotate play fails because it's trying to act on the cinder_scheduler, nova_console, repo and rsyslog containers... none of which exist until the lxc-containers-create play runs. This appears to be an ordering issue.

Setting Trunk to invalid as this only affects a juno->kilo upgrade, whereas Trunk is concerned with the kilo->liberty upgrade process.

    Force the juno log rotate fix task to always succeed

    This patch forces the juno log rotate fix task to always
    succeed. This is necessary because not all the containers
    in the inventory exist at this point.
