Bug Description

In fabfile/tasks/tester.py, no need to process ToR related data

The contrail-test code will take care of it

Install junos-eznc and dont process ToR related testbed data

* Install junos-eznc (after installing python-setuptools)
* No need to process ToR related testbed data
