Bug Description
Reproducible Steps:
1. Set up the latest devstack environment
2. Run the following commands
$ source ~/devstack/
$ openstack endpoint list
We can get nothing, but the endpoints data is real in db.

I can reproduce the bug, tried debugging in OSC and see keystone is returning an empty list on:

data = identity_ client. endpoints. list()
