[devops] add to monitoring http://fuel-gauge.mirantis.com/ site

direct request from Maciej Kwiek (python team) to monitor http://fuel-gauge.mirantis.com/ webpage. In case of red alert the requestor should be notified as hes responsible for this site.

steps:
1) fetch http://fuel-gauge.mirantis.com/test_report.csv file
2) parse that file: check its latest row (tail -1) and if its date is >=2 compared to the current, then make an alert.

Since this host is not deployed by us (fuel infra team) it cannot be monitored in such way.

We can create an account for the requestor and let him monitor it using our zabbix, but we do not have such kind of sophisticated item to do that check. Or suggest to contact IT folks, who deployed that host, to monitor it in their (ITs) monitoring app.
