Bug Description
We need:
* a policy.json file with a valid default policy reflecting admin and tenant role in the context of the BGVPN API
* hooks in Neutron to have this policy.json installed/

Add policy.json
This commit adds:
* policy.json file
* setup.cfg hooks so that this file is copied into
/
* devstack plugin.sh change to put the file in the
right place
