It looks like not 'neutron/tests/unit/extensions' but 'neutron_vpnaas/tests/unit/extensions' is a correct path.

The issue fixed by merging with the latest stable/kilo (https://review.fuel-infra.org/10118). Results are attached.

The latest builds after merged fix for the job were checked, they didn't fail due to reported cause, and tests passed.
