user_group_vars.yml missing in os-ansible-deployment/etc/openstack_deploy/ causing upgrades to fail

Bug Description

This file has been removed from all branches of OSAD, but a reference remains in the upgrade script.

It should be removed in order to allow upgrades to continue.

As I recall this file was moved to /etc/openstack_deploy/ at some time in the 11.0.0-11.0.4 timeframe, so the upgrade script needs to cater for removing it for deployers who happen to have it in place.

    Remove reference to missing user_group_vars file

    The in-tree version of user_group_vars.yml was removed in
    30f9443c5d2f3a3bbb51bf75ad5743ef46c9b0ef, but the corresponding
    reference in the upgrade script was not also updated.

    This commit changes the behavior to remove the file from /etc/ if found.
