Floating IPs are always in ACTIVE state when using ASR1K

Bug Description

When I create a floating IP, it's always in ACTIVE state, when it should be in state DOWN, since no ports are attached to it.

[root@I13-T3-NiCi-4 ~(keystone_admin)]# neutron floatingip-create 10ce643c-6f2a-4609-820e-dbac9ad923a9
Created a new floatingip:

The config occurs only on of ASR1K and N9K with 3UCS.
It doesn't occur in just N9K with 3UCS.
