there is no debugging output in logs of Murano

After switching to oslo_log:

the debugging output is absent in logs.

For example, after launching of murano-api logs look as follows: http://paste.openstack.org/show/406271/

But they must consist debbug logging level: http://paste.openstack.org/show/406272/

    Fix logs loss after switching to oslo_log

    After switching to oslo_log api and engine logs haven't been
    written at all, because they were disabled. This patch take
    them back.
