[packaging]oslotest installation failed

Steps to reproduce:
1)install python-oslotest
2)install python3-oslotest

Expected result:
Two installed libraries

Actual result:
python3-oslotest installation failed with messages

dpkg: error processing archive /var/cache/apt/archives/python3-oslotest_1.5.1-1~u14.04+mos114_all.deb (--unpack):
 trying to overwrite '/usr/bin/oslo_run_cross_tests', which is also in package python-oslotest 1.5.1-1~u14.04+mos114
Errors were encountered while processing:
 /var/cache/apt/archives/python3-oslotest_1.5.1-1~u14.04+mos114_all.deb

Fix error with oslotest installation

Fix error after installation oslotest for py2 and py3 at the same time
