magnum python client is missing in requirements.txt

https://github.com/openstack/heat/blob/master/requirements.txt is updated (https://review.openstack.org/205366) to have does have support for magnum python client.
so this bug is filed to add the same in the heat requirements.txt as it currently does not exit.

    Adds python-magnumclient>=0.2.1

    Openstack global-requirements.txt is updated with magnum client
    and same has been made to be in sync in heat requirements.txt

    Import magnum python client directly

    Python magnum client is now part of requirements.txt.
    So this patch fixes magnum client plug-in and test
    cases to use it directly.

    It also moves magnum test cases to heat.tests.magnum
    test module.
