Bug Description

File is api-ref/src/wadls/identity-api/src/v2.0/wadl/OS-KSADM-admin.wadl -- there's a method documented in the WADL that's not displayed in the output due to not being in the docbook file. Marking confirmed because it was uncovered with the migration tool http://fairy-slipper.russellsim.org/logs/wadl_to_swagger.log

    Add missing enable user call

    Also, cleaned up some other errors including
    misplaced resources, mis-named methods
