500 error template does not support custom theme

Bug Description
The current template for a 500 error does not support a custom theme/logo. It also contains hardcoded/inline CSS styles and a non-standard page layout that resembles a broken modal. Ideally this template should get rewritten to inherit from base.html and be structured like the 404 and 403 error templates in order to be consistent as well as support custom theming.
