But "Virtual Machine States and Transitions" in the following is described that
"STOPPED"state can transit to "SHELVED" or "SHELVED_OFFOLOADED".

And we confirmed that the operation of "shelve server" for "STOPPED"state servers success
in the environments of Icehouse.

In conclusion, it shuould be described as "Shelves a server".

Based on the vm states diagram, you shelve a server in stoped, active, paused, or suspended state. I agree that the description should be updated as suggested.
