Phone service fails when the WIFI is not connected

Bug Description

I am running Ubuntu Touch 15.04 r21 in my Nexus 4. I update from r20 to r21 on last night via System Configuration/Updates. The phone service (CALL, SMS and MMS services) don't work when the WIFI is disabled or not connected. However, is working fine whether the WIFI is connected to my Access Point. The data service is working successfully in both cases (WIFI connected/disconnected).

I have the same problem, but I found something out this morning
I started calling on wifi but I lost the wifi connection mid call, and the call didn't drop
Now when I disable wifi I still have a connection
Maybe that helps with debugging this problem
