Bug Description

Since there had been new rules established for 6.x, 5.x MU rolling and MOS packages based updates, operations guides for OCF backporting must be updated as well.

https://docs.mirantis.com/openstack/fuel/fuel-6.1/operations.html#howto-backport-memcached-backend-fixes

For example, some of the wget or curl commands might have to be replaced to installing appropriate MOS packages containing updated files. Otherwise, manually updated binary/OCF files would be replaced by next MU/ apt-get upgrade/ yum update actions.
