gnocchi api and statsd fail to build

This is from a recent clone of master where Gnocchi was in fact added with the last commit:

statsd:
No package openstack-gnocchi-statsd available.

api:
No package openstack-gnocchi-api available.
No package openstack-gnocchi-carbonara available.
No package openstack-gnocchi-indexer-sqlalchemy available.

    Temporary remove gnocchi from kolla-compose & functional tests

    Current with due to LP#1478145 the kolla-compose script
    fails to create gnocchi containers. Temperory fix to skip
    gnocchi till we have gnocchi packges in delorean.

    Update gnocchi for centos binary

    Gnocchi packages are now available in centos repos[1]
    for liberty and the images build.
