Vanilla openstack seems to support fip on a port which could be created to represent the aap ip.
For eg:
1) Create private VN: 1.1.1.0/24
2) Create VM, ip: 1.1.1.3/32
3) Create Port, ip: 1.1.1.254/32
4) Attach fip 10.1.1.254 to 1.1.1.254
5) Add port/ip 1.1.1.254 to 1.1.1.3 as aap
Expect 10.1.1.254 to reach the VM.
