Updating any resource does not work for non-admin user

Bug Description
All update operations fail for a non-admin user.
This is because, unlike the cli, the UI sends not just the updated fields, but all the existing data as well which includes the current value of shared attribute.
The gbp policy.json forbids updating the shared attribute by a non admin user and hence all updates are raising error.

Thats means non-admin user is not allowed to create shared resources.Is that true?
