"No network" without data connection

Bug Description
Hi,
yesterday I got the new image Ubuntu 15.04(r21) on my Nexus 4. Since then, I do not get a telephone connection until I activate Cellular data or have an active wifi-connection. Without one of these two possibilities the phone app says "No network". With one of these two it works fine.
I don't know if it matters: I use T-Mobile.

Exactly the same (also with a Nexus 4) with another provider (Free mobile).
Also, I can activate wifi (or cellular data) to have a telephone connection (in this case, it seems that an IP address is required to have the phone connection)
Also, I have a voicemail notification (with no voicemail, I checked) at every wifi or cellular data activation that enables phone connection.
