Use Neutron VXLAN segmentation for tunneling mode
- Use Neutron VXLAN segmentation in tunneling mode for private networks
- Added required firewall rule for VXLAN
- Added additional parameter use_gre_for_tun to let users enable GRE tunneling
- Added corresponding noop tests
