standards_filters don't--update doc

In the doc/source/filter_scheduler.rst there is a reference to "standard_filters". These haven't existed in some time. Please update with the correct terminology.

nova master as of ee61c076b6772f26ceb84941e397085d11af7d18

The default is actually all_filters and will be fixed in a changeset shortly.
