missing 12/24 hour time format setting

Bug Description

From OEM bug:

Product: Krillin bq Aquaris E4.5 Ubuntu Edition
FW version: r23
HW version: MP

Steps to Reproduce:
1. Go to System settings>Time&Date

Actual Result:
Ubuntu touch hasn't option for 12/24 hour time format

Expected Result:
Device should have an option to change between 12/24 hour time format

It seems that Ubuntu assumes that 12/24hr is a locale setting, and that all users in a single locale will prefer the same 12/24hr time preference. That may be true in some locale's, but it certainly isn't true in many.
