rgw still throwing errors

bug 1424746 was never fixed properly. instead of saying the following once:

2015-02-23 16:36:29.221 32569 ERROR ceilometer.agent.base [-] Failed to import extension for rgw.usage: No module named awsauth

it now says the following every single poll cycle:

2015-07-16 18:13:33.725 20074 ERROR ceilometer.agent.base [-] Prevent pollster rgw.objects for polling source meter_source anymore!

it's arguably more annoying now.

    Fix for rgw still throwing errors

    When raising the PollsterPermanentError,
    the list of resources(tenants) are passed,
    which enables the Agent Manager to blacklist
    those resources. This stops those resources
    from being polled again and avoids any unwanted
    error messages from being logged.
