L2 gateway agent does not populate mcast_macs_remote table entries

Bug Description

When an l2-gateway-connection is created for a network for which a virtual machine exists on some compute node, the l2gw agent does not populate an entry in Mcast_Macs_Remote table. Because of this, when a bare metal server pings the virtual machine first, the ARP packet is dropped by the hardware l2gateway and therefore ping fails.
