IPA: Add support for Python 3

IPA doesn't support python 3, currently there's no python 3 jobs in the gate or anything. It should.

    Add Python3 support

    This patch add Python 3 support for IPA. We still need to enable it on
    gate to avoid code breaking the support from sneaking in.
