Create prototype for “Brightness & Display” panel [1].

For the backend, I've talked a to the Unity team and the current status is that there is no “nice” DBus API for this in the shell. Mir exposes this [1] API, but it's hardly usable for System Settings. Unity8 will most likely have to mediate between System Settings and Mir.
