vertical panel window buttons

With gutsy upgrade text is no longer vertical on vertical panel. All window buttons contain only '..' because they are not wide enough for any horizontal text.

Is this really a duplicate of 43066? 43066 does mention this issue
amongst others in Dapper. However this issue was not present in either
Edgy or Feisty. Marking this as a duplicate of 43066 implies that this
is a long-standing bug rather than a regression in Gutsy.
