[dashboard][api] filtering by category with unicode in its name is broken.

To reproduce:

1) add a category with unicode letters in it
2) add packages to that category.
3) navigate to Applications & try to filter by that category

result: no packages are displayed

expected result: packages filtered by said category are displayed.

It is most likely API issue.

It would be wise to allow filtering by category-id, to avoid unicode enc/dec issues

I believe, that we should not allow accessing objects by name in client. We've just removed this undocumented ability from package api. No need to introduce it for categories.

category-show <ID> works just fine with categories with unicode names
