Bug Description
When mailout runs, log details about the mails it sends. Hard to go back and see whether stuff is going out. This came up after the storage outage today (July 9) when Nat asked if a particular email made it out through the distribution lists.

I configured the loggers in etc/karl.ini to start capturing QueueProcessor and repose.postoffice.
I'll make another task for later in the month to improve the browsing and display of logging information.
