Grenade tests fail for *aaS migrations

Bug Description

I found that when Grenade runs (check-grenade-dsvm-function), it runs the migration for *aaS repos BEFORE upgrade, but not part of upgrade. In my case, the migration modified a table and the migration never ran. This fails a bunch of tests as a result.

Is this problem still exist? I think Henry's changes about "Register alembic_migrations at install time" (https://review.openstack.org/198523, https://review.openstack.org/198521, https://review.openstack.org/198522) should fixed that.

This bug is > 240 days without activity. We are unsetting assignee and milestone and setting status to Incomplete in order to allow its expiry in 60 days.

If the bug is still valid, then update the bug status.
