Bug Description

Problem Description
===============
      After setting up partitions I get the error "Failed to remove conflicting files. The installer needs to remove operating system files from the install target, but was unable to do so. The install cannot continue".

Details

System :- Power 8 VM

Failure :-
             The installer needs to remove operating system files from the install target, but was unable to do so. The install cannot continue

Analysis :-
1. I observed that , I proceeded with Guided Partition using LVM and next time I used Manual but used previous LVM partition then I was able to proceed with Installation.

2. Also I figured out that if I create only swap and / partition, it will install manually without any errors but If I create PRePboot ,swap and / , this error occurs.

Please provide the following info so we can better understand the parameters of your install:

Boot type (install was booted from):
- CDROM / ISO image
- Network boot
- HDD
- Other (specify):

Bootloader (if other than CDROM):
- grub
- yaboot
- Other (specify):

Bootloader protocol (netboot only):
- TFTP (in most cases)
- HTTP (optional, grub only)
- Unsure

Kernel cmdline used to launch install (if other than CDROM):
- List cmdline or attach full bootloader file, if available.
- HINT: You may be able to interrupt the bootloader at the menu
screen and get the bootloader to display the kernel cmdline.

Install repository type:
- CDROM
- Local repo (specify URL)
- Internet repo/mirror (specify URL)
- HDD
- Other (specify):

Install repository location (if network install):
- Repository URL:
- HTTP or FTP proxy used, if applicable:

Was a response file used during install? (Yes/No):

Point of failure:
1. Failed during boot of installer

2. Configure the network
3. Configure the clock
4. Detect the disks
5. Partition the disks
-> Choose guided then there is no error
-> Choose manual : prepboot, swap, '/' -> Error occurs with the message :
"Failed to remove conflicting files.The installer needs to remove operating system files from the install
target, but was unable to do so. The install cannot continue.

Point of failure:
3. Other failure during installation (stage 1) : While partitioning manually.

2. If we create only swap and / after setting up partitions we get the error "No PowerPC PReP boot partition is found", if we still continue the installation, installation will be successful but system will not be able to bootup as there is no "boot partition".

Hi,
I tested it on latest Ubuntu 16.04 with kernel version:4.4.0-6, creating partition with Manual option works fine.
