Phone fails to connect to eduroam using a certificate

Bug Description

Reproduce:
Connect to eduroam using [1] or [2]

What happens:
Authentication is okay according to the syslog, but the connection ultimately fails.

What should happen:
Connection should success using a certificate so the connection is more secure.

Note that it works without a certificate, and that this connection is successful on a desktop.

Upon inspecting the resulting system-connection files, ahayzen notes:

    09.07.15 00:18 < ahayzen> otherwise the only difference i can visually
        see is the the desktop has password-flags=1 and the phone has
        password=<password> ..and the phone has the addition of
        auth-alg=open under [wifi-security]
