Bug Description

Limited affect & generally can be worked around by resizing window but it should do a better job somehow. When line is obsured it can not be highlighted or clicked on.
Seen easily in gedit & synaptic, 2 attached picture show in gedit

Thanks but I'm unsure to understand what you are asking for. If a scrollbar needs to be displayed it has to have a width and take up space on screen? where would you display it instead?

It should go below. in the past Ubuntu's overlay horizontal did that, as did the gtk one. ex. of synaptic's in screens

I'm unsure what you mean "the gtk one. ex. of synaptic's in screens", but I guess the difference is that with traditionnal scrollbar they would take space on screen so nothing would be under them so they would not restrict access to elements...

That's better, access is easier
(- though maybe introduced a new issue, if not known i'll do a bug -
When a window has horizontal scrolling available - after a top to bottom
vertical scroll, then pressing the shift key causes a horizontal scroll
to far right.
