New package index approach away from karlhosting.github.io

We can't rely on karlhosting.github.io

Find a new place to host (e.g. osfkarl00+nginx)
- Make a directory on disk apart from any user e.g. pauleveritt
- Make it writable by the users group
- git clone
- Write a cron job running as correct user which does git pull every N minutes
- Setup nginx rules to serve karl.soros.org/pi from there
- Change buildouts (dev and osideploy)
