Bug Description
The --dhcp option to network list
* makes the command require a network
* prints dhcp agents associated with the network
This isn't a network list at all. At the very least, the dhcp option should be a 'network show' option, but I think it would be better to add a --network option to future 'agent list' command. There is going to need to be an 'agent list' and 'agent show' type commands for the agents.

Remove the --dhcp option to network list
The --dhcp option lists agents, not networks. This does not make
a lot of sense. Another command should be created to list agents.
