extremely slow session startup after upgrade

Bug Description

after upgrading to krillin r60 respective to arale r51 in the rc-proposed channel the session began to take a lot more time to start up, something in the startup scripts broke or added unconditional sleeps that holds back the UI

stopwatching the boot in relation to the former images on either device gets me extra delay of 20sec on krillin and about 10 on arale

I haven't updated to r51 on my arale yet, and it takes my r50 arale ~50s to boot from vibrate to lock screen.

I rebooted my arale after a couple of minutes stucked on the splash screen, then booted ok

Updated to r51 and it took ~30s to get from vibrate to lock screen on a normal boot.

It's really inconsistent, over several reboots on krillin, from the moment the screen turns on with the bq logo to the first SIM unlock prompt, boot time goes from 33s to 100s.

I connected to the device during one of the slow boot and apport was running collecting information on unity8 and unity8-dash crashes. On a previous boot it was a crash of maliit-server.

With arale stable r1 and r2 my device took ~22 seconds from vibrate to lockscreen. I am currently on arale rc-proposed r58, and it's a bit of a gamble: Sometimes it comes up in ~22 seconds, sometimes in ~30 and sometimes it takes longer. Couldn't really find out why.
