No wifi signal strength displayed in System Settings-->WiFi

Steps to reproduce:
1. Open System Settings
2. Tap on WiFi
3. Check if wifi signal strength display correctly

Expected results
wifi displayed with real signal strength, as same as display in Network indicator

Actual results
All wifi displayed without real signal strength

Status changed to 'Confirmed' because the bug affects multiple users.
